Dr. Culpepper is an Expert Subject Matter Advisor to the Winkenwerder Company for Infectious Disease. He is a Partner with Martin, Blanck & Associates, a federal health services consulting firm based in Falls Church.
Dr. Culpepper served 22 years active duty service in the US Navy Medical Corps; most recently with the DoD Defense Intelligence Agency (DIA) at the Armed Forces Medical Intelligence Center (AFMIC), Fort Detrick, Maryland as a Senior Intelligence Officer; Preventive Medicine Consultant; and Chief, Infectious Diseases Division.

Dr. Culpepper is board certified in Preventive Medicine. He consults and lectures extensively on global emerging infections, including the threat of pandemic influenza, as well as the medical management of biological warfare and terrorism casualties. He and has represented the U.S. Government on various international committees, working groups, and task forces as well as NATO and other allied government organizations for biological warfare medical defense. He has written extensively on the medical effects of biological agents and the medical management of biological casualties.
Dr. Culpepper was the previous Course Director at the Uniformed Services University of the Health Sciences (USUHS) for a three semester graduate series on Weapons of Mass Destruction. He is an Assistant Professor of Preventive Medicine in the USUHS Department of Preventive Medicine & Biometrics and has held faculty appointments with Johns Hopkins University; the Joint Military Intelligence College, Defense Intelligence Agency; Naval Medical Education and Training Command (NMETC), Bethesda, Maryland; and the USUHS Department of Pathology.
Before serving with the DIA/AFMIC, Dr. Culpepper held a variety of leadership positions in the Department of Defense, to include assignments as Director, Occupational Health/Preventive Medicine, Naval Hospital Great Lakes; Officer-in-Charge, Navy Environmental and Preventive Medicine Unit 7, Italy; Director, Quality Management, Naval Hospital Sigonella, Italy; Assistant Chief, Operational Medicine, U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), Fort Detrick, MD; and Deputy Director, DoD-Global Emerging Infections Surveillance and Response System (GEIS), Washington, DC.
Dr. Culpepper graduated from the University of Colorado School of Medicine. Following a Family Practice internship at Naval Hospital Jacksonville, he completed Naval Flight Surgeon training at the Naval Aerospace Medical Institute in Pensacola, Florida. Following a tour with Patrol Squadron Twenty-Four at Naval Air Station Jacksonville, he completed his residency in General Preventive Medicine and Public Health at the University of Washington in Seattle while earning a Master's degree in Public Health.
